He obviously refers to the colors that are assigned to specific era troops, like their unit kit color or those tokens for unlocking honor/xp for those units. So your question can be rather thrown back at you.
So Lastspartan comment was kinda correct.
Scouts have bigger bonus to charge damage (by 7%).
Unlocked charge already has very small cooldown which coutiliers can have only by reduction through levels.
Speed affects penetration and they can have doctrine that increases their speed to 13 (the one for melee cavalry only and Coutiliers stay at 7,9)
They are glass cannons and die a bit more more easly than Coutiliers but they both die if you make a mistake.
For me Prefecture Heavy Cavalry with +20% speed doctrine (they have basic 30 seconds charge cooldown)
