Now when you look at that definition and since you can buy nearly everything on this game it falls under the Pay 2 win definition.

I will stroll to the CASH shop and buy the package that gives me a purple unit, I will select Imperial Pikes, I will level them up with all the CASH shop EXP tokens, next I will goto the seasonal units and buy Modalos, using all their EXP and the others from buying them with money to max them out.
