Perhaps make it chance based.
Instead of always knocked down, only 50/50 chance to knock down someone with your knock down attack.
Good solutions would be to make some knockdown skills to slow people instead. Another one is to give players immunity to knockdowns as long as the animation to get up is still not finished with maybe a 0.1 or 0.2 seconds frame after that so people can dodge. Or make some knockdowns 1 or maybe even 0,5 secs stuns. As we actually have skills that counter stuns and there would be no long ass animation to get up.
On top of that make sure that if you press block it activates instantly. As it currently is you can't reliably block unless you press the block button 1 second in advance. Maybe that is for a reason however.
Overall the entire combat needs a rework as it leads to frustrating moments where you simply loose all control of your character at 100% hp and control returns when you are dead.

An additional problem with CB is that the animation time to get back up from a knockdown takes too long. When stuns and knockdowns are both able to be performed on someone, with no diminishing returns, we in the MMORPG space call it "stunlocking". It breaks game mechanics, makes people feel helpless, and causes people to quit.

Thing is it isnt about anyone quitting its about competition. This game has to compete with games of this type like Total War Warhammer and other single player games and online games. Big subject but just to look on Steam at the different games and how many are playing for a good idea.
Now is a good time for new games because not many big games coming out but some older games have most of the players for reasons.
I cant believe Fallout 4 from 2015 has 20k players a single player game and 3x that amount of consoles to be honest and i know all about that game. Then there is Skyrim from 2011 with multiple versions, and other games, but the reasons are obvious.
So yes fixing knockdown spam will help but its more than that to. Being a new beta is hopefully the biggest reason aside from the budgets some of the competition have.
3 or 4 seconds KD inmunity after a KD and speed reduction while moving when you are being hitted. And limit shift+attack to 2 or 3 attacks, just like the dodges.
You dont need to be a nuclear engineer to fix it.
Heres the problem. Do it and you will have half player base leaving the game because they only can use that ♥♥♥♥♥♥♥♥.
