The game is working, so far ... but I am not sure if it's because of what I did or because the developers have been improving the server performance.
The load times between quests are still very long, however, so that part has not changed.

Support Service
Dear Player,
We are sorry to hear that you are experiencing these issues with your game client.
Please ensure that you have added the My.com Game Center and Conqueror's Blade to your security software exception list.
After that, please ensure that your game client is in good health by navigating to the Conqueror's Blade game page in your My.com Game Center.
Next, click on the green down arrow next to "play" and select "Verify and fix installed game client files".
Please give the My.com Game Center a few moments to check and repair any corrupted files in your game client.
We also strongly recommend you make sure that the latest Windows updates and drivers are installed on your PC.
-----
If the problem persists, please perform a "clean" Windows reboot by following these instructions:
1. Ensure that you are logged into your system as an Administrator.
2. On your keyboard, please press the "Windows" key and the "R" key at the same time.
3. Type "msconfig.exe" into the "Open:" field without quotes.
4. A "System Configuration" window will appear. On the "Services" tab, you’ll notice a long list of services available on your PC.
5. First, check the box labeled "Hide All Microsoft Services". As its name implies, this will hide all Microsoft services on the list.
6. Next, click the "Disable All" button. (To boot normally, click the "Enable All" button at Step 6.)
7. Finally, click the "Apply" button, then the "OK" button, and reboot your computer.
Please check if the problem persists.
If you have any other questions or concerns, please don’t hesitate to contact us.

Also, Newbz steam user adds its solution as:
I tried right-clicking the game properties in Steam, then clicking the "browse local files" button ... and I am trying running the EXE file as administrator.
The game is working, so far ... but I am not sure if it's because of what I did or because the developers have been improving the server performance.

Have a good day
So I, unfortunately, added the Chinese characters' request to my firewall. That was bad. After that, I could not start the game. Many people have the same problem.
The fix I used was simple.
1) Closed all apps.
2) Went into the firewall and deleted all Chinese character Inbound and outbound.
3) Full restart
4) check the firewall to make sure it is all gone and start the game.
5) There is a small update.
This worked for me.
