Funny thing is no matter what you choose, the choice to send the message always wins, but in the meantime everything is resolved like no message was sent at all - apart from the fact that you are rescued with the arriving fleet at the end.
To myself, what Swann said is that we should deal with the case maintaining steady stance rather than throw ourselves and probably overreact, loosing corporate creed.
Indeed, you are right, what Swann represented is that what happened on Mars and under the corporate umbrella should first of all stay on Mars and under the corporate umbrella, at least until it is figured out and possibly contained. Breaking off this rule is probably inviting more rain upon corporate heads, as it is breaking the umbrella itself, from within. But the situation also was rather extraordinary, as there was more than just rain falling on us - it was the sky itself.
It does not matter whether you carry an umbrella or not under such condition.
no offense man, but did you NOT pay any attention? the one who says "he's got my gun" is Swann's bodyguard, Jack Campbell.
while Sergeant Kelly has good intentions on calling in the UAC Fleet, via "distress call", due to the loss of military units and civilian personnel, he unfortunately becomes a victim and turns into the boss enemy named Saboath. which is why Swann has very good reasons on why to not send any transmissions (as Betruger then sends the transmission himself and says "we can use their ships to bring this Hell to Earth")
Personally I always prefer to cancel it, because I like hearing Sarge pointlessly trying to scare me "Marine you just violated a direct order! get your ass back to that console and send that transmission!" Meh, nice try.
not to mention, if you do send the transmission, Swann basically tells you that you've just endangered all of Earth (which was why he had very good reasons for destroying the transmission equipment to prevent the demonic force from taking over any ships and bring their hellish essence to our planet)
