Larry Harris Setup
Is it just me or does the Larry Harris Gencon set up favor the allies too much? I was thinking it must be about as even as you can get if it is used in tournament play, but it occurs to me that bidding might be used. Meaning it might be uncommon for that to actually be used as the starting set up. I like playing both sides and I definitely feel much better off as allies in that scenario.

ALL of the LH changes are to nerf Axis.

German Bomber moved (makes it an easy R1 snipe and keeps it out of range of SZ7)
SZ5 G sub removed and SZ7 UK destroyer added (limits G's ability to wipe SZ's 10 + 11 along with SZ7)
UK Cruiser moves from 14 to 13 (G has to put the battleship at risk to take or risk fighters)
2 inf added to India (makes the J3 timing attack defendable rather than a near-guarantee)

Except for the India change, all these work together to make it harder for G to full-clear the Atlantic on Turn 1, which is hugely powerful and give Axis an unforgiving lead, especially for Victory-City wins where Moscow doesn't even need to go down.

New board is fair. Axis OP in normal box setup.
I've heard a lot of people say axis is easier for new players, but allies as better at the highest level. Personally I think they are close enough to equal that no bid is required, and they have separate axis and allies rankings anyways.

Well if I remember correctly they looked at results of LH vs 2E early on and Axis won 55% and 65% I think overall. Not sure if those results have held up over time though.
