Can a submarine block/kill transports landing units if the transports have no destroyers/cruiser/battleships/carrier support? (transports are on their own)

great question...i think a sub can block a transport if zero 'including planes' can hit it but don't quote me

A transport sent to a sea zone that is occupied by a submarine cannot unload unless a surface ship accompanies it. With a surface ship included, the player has the option to engage the sub or ignore it. Either way, the transport can unload, unless a battle occurs and kills the surface ship with the sub surviving.
