How long does a person have to complete their turn once they have started it?
I looked but couldn't find a description of how long a player had to complete their turn once they started it. Example: If a person completes the purchase phase of their turn and then moves one unit during the combat move phase and stops. How long until they are kicked out of the game?

Is it the same as the turn timer? So 24 hours until kick? And if so when does that timer start? From the time the last action was taken?

Or does the person have to complete their entire turn (mobilize units and pass the dice to the next player) before the turn timer expires from when the previous player ended their turn?

If it is through ranked matchmaking, you have 24 hours total from the time that the opponent ended their turn after mobilization phase. If they end their turn at 2am EST, you have until exactly 2AM EST 24h later to complete your turn all the way through to ending mobilization phase. You should be able to see this by viewing the game's banner in your ongoing games list. It should display the player who's turn it is and the remaining time until forfeit.
If you are stuck at combat move when that 24h timer hits, you will lose the game automatically.

Custom timers can be set for the custom lobby, so I can't answer you there. Only that there are two timers for custom games, 1 for "warning" which alerts the opponent, then the entire timer again to allow a "kick" option.

For ranked games, partially completing a turn doesn't matter, if a player hasn't hit end turn once the timer is up, they lose at that point. The countdown starts when the opponent hits end turn, and for US/USSR the timer is combined - it starts when Japan ends turn, and turns into a loss if USSR doesn't end turn. You get a warning message 4 hours before the autoloss that will go to email and/or notifications if you have those turned on.

I mostly play ranked, but I'm pretty sure that in custom games you have a 'warning' timer and kick timer, and don't get autokicked at the end, another player has to actively select 'kick' after the timer is up and before you end turn.

Ok so what you guys are saying is if a player starts their turn with 5 min to go until expiration of the timer and even if they are actively involved in say combat they will automatically lose the game and be kicked because they didn't finish their turn. Ok that makes sense for ranked play and those games with longer timers. But what if someone creates a custom game with a 1 min timer? That means they would have 1 min until warning and just another min until kick. Two minutes total to evaluate move, complete combat and move again is awfully quick and not very common. So I was wondering in the timer gets paused while players are actively performing actions and then starts back up after a specified delay is detected.

No, you get kicked. In your custom scenario, they get 1 warning timer of 1 minute, then a timer of 1 minute, then the option to kick them becomes available. You don't get kicked in customs unless someone actively kicks you. Timers are visible in the lobby, so I just wouldn't join 1 minute games. Haven't seen one myself.
This is the opposite of ranked. The server kicks you instantly upon failure to complete your turn within the 24h window. Doesn't matter if you are in combat move or mobilization phase.
