Victory Cities?

I do not understand how the victory cities work in ranked, play. It keep saying my axis opponent has 8 of 9 victory cities even when I take them back.

Maybe they took a different one when you liberated one? Anyway it doesn't matter. They could have 11 of the 13 victory cities under their control, just as long as at the end of USA's turn you get that number down to 8 or less.
