Report a translation problem
The bottom bar HUD element referred to in the patch notes is the UI element that is anchored to the bottom of the screen. This element contains the current phase/round, victory city points, End Phase button and War Report. If you hover your mouse over the Power icons (Soviet Union, Germany, UK, Japan, and USA), you will see the player name controlling that power, and after another short delay, their current status.

What resolution do you play the game at? Go to Settings and try another resolution. If you still don't see anything, please report the issue at https://beamdog.atlassian.net/servicedesk/customer/portal/3 with your Mac specs.
Nothing regarding chat is set in stone yet, but if we do move forward with some form of cross-faction communication, we want to do it right in a way that maintains and keeps Axis & Allies a fun and safe spot to play for all players.
It is likely that the Dock is interfering with the bottom HUD if you don't have it hidden by default. I've seen this with both Axis & Allies and other games, where macOS's Dock will interfere with game elements, even when full screen. As a point of reference, I play on a MacBook Pro with Catalina installed, and I have no issues with the feature, but I do have my Dock hidden until I move my mouse to the bottom of the screen.
Try going into Options - Settings and enabling the Legacy Renderer.
