When you're setting repairmen to autorepair you must also send them to the estate you wish them patrol. If you simply toggle autorepair they will either circle whatever estate they are currently on or stand around waiting to be sent to an estate. Once sent to an estate they'll keep your buildings in good condition. Later in the game once you have built your first steel mill you'll gain access to manufacturing repair kits which can be installed in the homes of your tenants to allow the tenant to repair their property. This is essential because you are limited in how many repairmen you may have and so the burden of repairs will fall back to the home owners.
If you're finding that lots of your homes are catching fire check the stress levels of your tenants because tenants below 0% happiness will slowly damage the property. If it's just ambient damage such as old age you may offset this by upgrading the bathroom. Explosive damage can be mitigated by a fence with a high defensive value.
