Report a translation problem
When you use the thugs to terrorise the neighbourhood remember that it's the ability where the thugs roam the estate to terrorise every tenant, not just the ability that terrorises a single tenant. Do this four times and you'll complete the goal. It's a very time consuming stage, but to make it easier you have the option of terrorising less developed red team estates. Keep down their police force while you're at it. If they have no police force available you'll be able to use multiple thugs to terrorise their estates without worrying about them being arrested.

i used the hippie on the subway station and focused on smaller estates (so they do it faster)
but i couldn't burn the precinct, 3 try 3 fails even with the hippie distracting.
edit: ah yes i forgot to bait the dog with the worker that's why it failed!

Glad to hear you're enjoying the game! We've made some changes on the public beta build that allow the AI to build hospitals and better look after its men in combat situations. Another change of interest is dog bite resistance which lets characters fight back against dogs making them not quite so powerful, but providing a more dynamic game world particularly for the player. This change is optional and can be enabled at any point during the game with dog bite resistance from 1 up to 5.
If you're not in the beta build but want to give it a try follow the instructions below:
1. Right-click Constructor Plus in your Steam Library. A pop-up should appear.
2. Click “Properties”. A new window will open.
3. In the new window look at the top and you will see several tabs. Look for the tab that says “BETAS” and click on it. You will open the tab in the same window.
4. Look for a drop-down box and click on it. The drop-down should contain a new branch called s3public_beta. Click on it and your Steam client should begin downloading the new update.
5. If you wish to revert to the previous build repeat the above steps up until Step 4. In Step 4 instead of selecting s3public_beta please select “NONE – Opt out of all beta programs”. The previous build should begin downloading.
