You can create skill and stat boosting programs with pilot points earned in missions and so eventually cap out every character with every non-unique skill available.
Mecha can have money spent on them to improve their stats and have varying amounts of equipment slots, but again all are preset.
You can get equipment from various sources, but most of these are limited to only a few per playthrough and have to be carried over through new game + if you want more than that.
You can grind on certain missions (called fronts in the game), but will eventually be forced to move on with the story until the final boss fight.
