There's only like six English companies owning all the licenses in this game. Gurren Lagann would have added another company to negotiate (Aniplex), who are infamous for overcharging their titles.
It may have also been the reason why Expelled From Paradise was skipped over in SRW30 as well (also owned by Aniplex in NA).
SRW30 is their test series to see if it's worth it for them to go through the licensing process and officially releasing the games in NA/EU. They're not going to go all out in this game with licensing. They know that their fanbase will import the game otherwise, so if this game doesn't sell well because people wait for sales then the next games will likely just go back to Asia Region English and you'll have to import the PS/Switch version.
You want future SRW games to be released officially in NA/EU without the need to import and with a huge roster? Buy this game at it's original price and convince them to do so.

I highly doubt this is the reason. If that was the case the game would also release on console in the west but SRW 30 is PC exclusive for its western release.
If you want the PS4 or SWITCH versions you need to import the SEA versions as before.
That alone shows that nothing has changed with the licensing.
They found a loophole that allows the release on PC over Steam worldwide, thats all.
Also i very much doubt they made the decisions for what series are included considering the western market at all.
Especially not for the 30th year anniversary game.
Gurren Lagann and Expelled from Paradise were just in the last game and Gurren Lagann was included multiple times over the last 10 years.
Its just standard swapping for other series that they do with each new game release, thats all.
The only ones that get to have regular consistent appearances are basically Gundam, Mazinger and Getter
Again, play the last game that had Gurren Lagann, Super Robot Wars X , which offers exactly that. Its even on PC and Steam but region locked to Souh East Asia.

I'm not sure on Xbox stores. But with Sony and Nintendo they would have to pay them for every region the game is sold in., Just throwing it on steam is way cheaper. Sony also takes a giant cut of the profits. Just telling the western audience to either get the official PC release or import it for console makes the most financial sense.
OE aside (which barely had a plot), the main SRW games it showed up in were the Z games (where an entire unexplored continent on a fusion Earth made sense 'cause of the setting's premise) and X (which is an isekai). It's a lot more difficult to work in the idea that humanity's been living underground in hiding from the Beastmen for generations, even if the second half of the show features a villain who syncs up well with its inspiration, Getter Robo's, themes of evolution
As it is, we have one other Trigger show that has large ramifications for the world around it, SSSS.GRIDMAN, and two series about universal-level sources of power that can be forces of destruction, Shin Getter Robo and Hakaioh ~ GGG vs. Betterman

SRW series is actually an anime/figure advertisement for bandai/sunrise etc. so whatever they put in game usually means bandai/sunrise has some new product coming out for them. They don't just pick random stuff, it's related to their "product sales plan" + fan service
