Excellen not showing up.

I have Kyosuke, and all the DLCs... but the mission to get her just isn't popping up.

how far are you? not all DLC is immediate. Excellen takes time.
The story has to progress to certain points for each DLC set to complete.

how far are you? not all DLC is immediate. Excellen takes time.
The story has to progress to certain points for each DLC set to complete.

The only story mission I have Hero & Enemy. I've cleared all the L-Gaim and Brave Police missions for this chapter, I think.

That's why. As you play the story, eventually the Mission "Platinum Lucifer (DLC)" will be available. You'll get her then.
Since this game is non-liner, and allows farming, I can't tell you how many missions in it is. There are flow charts out there if you wanna know more.

It's my first run through, and I kinda wanna do it as blind as possible. It's more than enough to know that I haven't encountered some bug that locked me out of the content. Thanks a lot for the help. Appreciate it.
