Police station ship plans

Is there a chance they forgot to place a blueprint in the police station? Im wondering since I've been searching for about 3 hours now and can't find the last plan. The internet is telling me there are only 6 findable plans localized in the police station but I'm pretty sure I read "8" on the blue page.
