How to cut wire?

I can't cut the wire. Should I find the wire cutter if so where it is. I have everything except that. I've search the whole house. Can't find the wire cutter.

Also I'm not sure why the character just can't cut the wire by hammer or screwdriver it doesn't make sense.

Anyways where can I find it? I hope someone can help.

1- find rubbing alcohol
2- pour the rubbing alcohol on rope under the sink in the kitchen (where the cut hand lays)
3- burn it with a lighter
4- you'll find the wire cutter inside it
