The F-22 is not the 'de facto ruler' of air to air combat. It is to expensive to build and maintain for it to obtain that role.
It being a secret project during development is also quite wrong. It was developed for roughly 5 years, and the YF-22, which became the F-22, wound up taking the better avionics that were present in the YF-23, which was actually faster and stealthier. But because it 'looked weird' and 'wasn't as agile' (and copious amounts of money were thrown as bribes by the ♥♥♥♥♥♥♥ @lockheed-martin) the YF-22 was chosen. It then spent about 5 years being further tweaked before it's 'public reveal', when they started using it in media marketing and the like. That they had it, and it's general planned capabilities, were not blackboxed info.
What it is the 'ruler' of, is speartip strikes. It's the opening salvo, but it will absolutely get it's ♥♥♥♥ kicked in by the more numerous 4+ gen aircraft in open conflict if it sticks around once it's lost the element of surprise. The ONLY thing that really puts the F-22 ahead of the game, is the stealth aspects, which are out of date, difficult to maintain, and generally not as big a deal as people like to give credit for. It's also been in official service for roughly 25 years, and only had a total of 187 service craft actually built. Actual airworthy numbers that can be deployed at any given time are maybe 25% of that, due to the maintence requirements of it's stealth coatings and internal systems. Which is a big factor in why they want the F-35 to take it's place, as it is supposedly less maintenance intense (and at least in theory, shouldn't blow up their pilot's lungs. Google 'raptor cough', if you want to know more. IIRC the ground crews also get health issues from the raptor.)
Also, your comments about the F-35 are just totally wrong. It's basically the new F-16 or F-18. It's intended as the brand new 'do-it-all' workhorse, and as a result, will absolutely be inferior to more specialized craft in most scenarios.
