IMO, I think everyone is dead. The payment at the end was to show the irony of getting paid to do a job and now not being able to spend it because there's nothing left to spend it on. Kind of like how people can spend their whole life chasing money and once they get that money, their dying or to the point of death they cannot spend it.
I sort of presume that Hitman Team is alive and the Cascadian government is hiding their whereabouts.
After the war, Frenken/Kaiser is heavily implied to be promoted to supreme commander of the Cascadian military, and the Federation is on the verge of collapse. While the aftermath of the second battle of Presidia definitely caused some serious damage to Cascadia, it didn't trigger another Prospero Disaster.
