Can’t place or disassemble stair on large scaffolding

My base is two large scaffold tall plus 1 small scaffold. You can’t add stairs or take them down on the first large scaffold . You can put them on a large scaffold if there is nothing above the large scaffold . Once you put another scaffold on top of it you cannot attach stairs to the bottom scaffold . Have tried this on my existing base and even went on to another server and did the same build and it doesn’t work. Stairs can be placed on the small scaffolds though
