assault vest and helmet repair

The repair system for assault vests and helmets is completely stupid.
For example, to repair a 50% worn heavy assault vest, you need 42 kevlars and 21 breastplates.
It makes no sense

I'm not so sure about Memphis because 2 hours after the update, I saw guys with full gear: heavy helmet, heavy assault vest, vsd, ghillie suit,...
How did they do it?

Possibly Admin on their server. They can get whatever they want or need through the menu

You are correct in that they can do that, however,, Take on one convoy and you get the heavy vest and Helmet. You can buy the VSD, gillie suit... An Epic will get you the stalker. A good aggressive player could be fully geared up in a couple of hours (Note the word "Good"). As to a noob? well, doubtful. Knowing the map and missions are a great help for speeding things up.
