Why not allow us to build a small boat house where we can store our boats with a chest inside. Make it so it can be locked. It would encourage players to store things like duct tape and gas bottles along with fuel, fishing gear and hunting equipment.
Currently I spend so much time finding a boat and knowing it's not permanent I couldn't be bothered with keeping or using any of the repair tools or doing fishing and hunting.

It's also absurd that in PVE they can destroy your vehicle
Even in PvP it's just an annoyance. It really doesn't serve any other purpose.
The reason why boats despawn is that boats would be surely kept in bases by some players which just want to annoy other players. And as you can raid a base without a raid token it is possible to store a lot of boats in your base, locking them for everyone else.
I'm hoping for a solution of permanent vehicles too, like a lot of other stuff, but at the moment it's the best solution.
The code lock is to prevent other players just to ride away with your boat when you are on a mission or anywhere else.
I can't see why they couldn't allow us to build a small boathouse, separate from our bases, where we could only store one boat.
Boat locks now have a time limit on them. I don't think they're are worth the effort any more.
Because server performance.
The servers have to be able to handle the worst case scenarios, like 50 people all playing at the same time, all pulling on their personal vehicles from 50 different bases.
When they do land stuff and mixed in with the current boats, it all will have a clamp placed on how many can be spawned into the server for performance reasons.
I think once they get land stuff in, they can probably adjust and optimize it, so who knows.
