yes there are private server that only allow pve. Look on Facebook groups for them. Could always rent a private and password its like $12 a month for a 10 slot but like guy said why would you want to this game is focused around pvp.

Some people like the looty shooty without having to worry about a speck in the distance picking them off and thus making them lose all their progress for the past 3-4 hours, if they're lucky. I personally just wanna have a good time with peeps and not have to watch my back 24/7.

PvE servers are also good at the beginning to test the game mekanics.
Sure, in the end it will be messing up with other players. But for testing and combine knowlege from player to player, spetialy so short after release in EA, PvE is nice to learn the game
