rocks and trees

Will rocks and tree respawn in our city or are they lost forever once you harvest them?

Is there a way to place them back as decorations?

So basically don't cut down the stumps and they will regrow back or wait for Dudley to teach you how to plant stumps for 5 pieces of wood each

And either don't fully mine the rocks or wait until you have the quarry that will keep on spitting some rocks into your map

you will be able (as soon as you talked to the old guy) to replant treestumps. Treestumps respawn as trees, just give them time.

As for rocks, you'll be able to build a quarry.

How do you build the quarry if you don't have any rocks left?

Breaking down anything you've built will return it's components to you.

Regarding trees you probably have already shafted yourself, what you should have done is left a stump and it would have regrown. Chopping down everything including the stump results in it not growing back.
