Since there is no official ESRB rating, here are some points and you can make the call for yourself!
+You collect items, build your town, and make friends with other Townsfolk
+There are no curse words
+You can romance Townsfolk which may end in a kiss/hug
+There are no sexual references
+Since the world has already been saved, there is no combat or violence
+You can get "knocked out" in the cave by a Womper, which is an underground monster

Thanks Sean! I didn't expect an ESRB rating for the exact reason you stated but I was also having a tough time determining age range given how many "retro pixel" games there are these days with strong adult themes.
