I don't see why that matters. The game already has multi-language support and the script already exists. It shouldn't take much effort to include it.
There are Japanese people living outside Japan, there are many Japanese learners around the world, and finally in Asia there are probably a non-insignificant amount of people who would be more comfortable with Japanese than European languages.
Edit: Actually it seems like it is available in Japan as per this post:

No, it is sold in Japan. But the price is ¥ 9,999, about $ 92.55, insane regional price.
Yeah, I just saw the post and the steamdb page.
Either the price is wrong or the game is listed by mistake, but the again... I've heard of crazy expensive games for Japanese users before.
If that is on purpose I have to hand it to Sega Japan \ Atlus for their continued stellar handling of PC. Anyway that makes the lack of Japanese subs even more puzzling.
The price is correct. As is the fact it's not sold here. Unless this changes with the planned Catherine Full Body announcement at noon today in Japan, it's safe to say the price of 9999 JPY is to stop Japanese customers from getting the game via people outside Japan. This is further backed up with the fact that 3rd party sold keys are IP locked to prevent activation in Japan.
If we in Japan can't get publisher's to support the PC market (which, contrary to what some western sites will tell you, is rather large) then you're not getting Japanese language support. They aren't going to license the Japanese font for you.
Most likely because it has its roots in the extensive eroge market, and they big publishers didn't want to be associated with that. These days, that no longer holds true. SEGA do sell a couple of their games on Steam in Japan. But they're totally inconsistent and treat us as third rate customers.
It's back fired on them this time. With the way they pulled this stunt, if they don't correct it with the announcement they're making at noon, I'll be cancelling my PS4 order of Full Body. I'd have happily bought both, but they don't deserve the support if they're going to do this.
