Quite a few enemies I never lost to had their H scenes unlocked as I progressed through the game. The ropers, the orcs, the treants, etc.
Put simply, most of the H content is locked behind losing. However, it will unlock in the recollections as you play even if it does not actually happen in your playthrough.
Now to elaborate, not all H content is locked behind "game over defeats". A lot of it, while avoidable, does not lead to a game over. For example, losing to a random enemy, you, as the player, have the choice of having the H scene continue until game over or not. Another example, during her time in the first prison the MC needs to be caught 6 times (being caught leads to an H scene) to get a game over, therefore, you can have all of the possible H content happen to the MC without getting a game over.
So, basically, you can have the MC spend a lot of quality time with everyone all over the place without getting a game over.
Also, getting H scenes doesn't do anything to the game aside lower the MC's shame, allowing her to walk naked at night at a certain point and changing a few scenes a bit. Getting the possible maximum of H content does not lock you out of the good ending.
Getting that much H scenes might perhaps change your perception of the MC though, since she turns into an absolute, sex obsessed neurotic slut at some point. And that's putting it mildly.
So yeah, contrary to a game like Seed of Evil, the amount of H scenes you get is largely irrelevant and does in no way alter the outcome for as long as you can beat the last boss.
The only H scenes that involve any kind of consent are prostitution scenes. Everything else is not-consensual. Also, there is no romance available.
Concluding, while you could beat the game with the MC getting practically no H scenes at all, that kind of defeats the purpose of the game since without the H scenes the game is just an extremely average and boring RPG with an amateurish plot and plain characters. The point the devs were trying to make, if any, I think, is that the MC is so "strong", she isn't broken even by a lot of H scenes and keeps on fighting, although past a certain point even she breaks.
Classical Japanese enduring... but that's a story for another time...
*** Since the game has a sequel (not yet translated) and based on some research I did it may be possible to carry over your progress into the sequel, perhaps the outcome of the sequel can and will be altered by the amount of H scenes the MC gets... perhaps she will turn the Empire into a monster brothel or a slave fabric if she got enough H scenes... idk...
In fact, you can do this anytime you are not in combat. So if you want to see Luna lose a battle, just set difficulty to "maniac" before the battle.
You won't be losing on purpose. I can assure you of that.
