Stuck in Serra

I even watched a video and can't figure out what I'm doing wrong. In Serra, when I go to the information guy he just tries to sell me charcoal. The dialogue about being a slave doesn't activate. Am I missing something?

Try to talk to the NPC's in the bar.

I did that already. I talked to the people who tell you about him and I even waited until night. I was hoping I was missing something else, like an item or something, or my game might be glitched.

[Candiru]

Maybe you misread something, head to the bar and go to the lowest area and talk to the guy at the counter of the bar, he is at the far left.

I also did this, and he talks about having a cold drink and nothing else. Maybe I missed out on another dialogue, but I thought I talked to everyone.

You must talk to the barman. Then he will point to a seller at slum area. Then you can talk with the guy at the lower floor of the pub.

Edit: Acquiring more money and better gear seems to have done the trick. Apparently he will not appear with rusted sword and old armor equipped.

I know this comes significantly later than everyone else's posts here, but somehow I seem to be equally stuck in Serra. I've talked to everyone in Serra, at night and during the day. The guy who leads me to Leon in the Pub fails to load. Anyone figure this one out?
