Can we have different effect for Eitr-weave set and Embla set?
One of probably most frustrating aspects of being a mage in Valheim is that, well, you possess no inherent magic yourself. You are still silly human, borrowing Eitr from food to do anything magical and for staffs to not be just fancy stick you can't even hit enemy with.

So, here is proposition - replace regeneration rate bonuses with bonuses to Eitr supply. So, without any food, wearing full set of Eitr-weave grants you 100 Eitr, and full set of Embla grants you 130 Eitr, allowing to be proper witch/wizard.

If that's too much, allow to combine spells, for more interesting results. For example, fire + dead raiser = charred skeletons instead of normal skeletons would be summoned. Magic barrier + fire = barrier offers resistance to frost and sets on fire enemies trying to break it in melee, and so on.

Those are some wild numbers. I think keep the current bonus and make the set bonus like +15 eitr. And +10 for the Mistlands version.

the staff of protection is already much stronger than it should be, i feel like you have a bit of a warped view of how strong magic is in this game, in comparison to ranged and melee. the implementation needing food to boost hp/stam/eitr is very well done. could the mage staves use a secondary attack staff bash? yes.
do we need to have a supply of eitr, high enough to baseline cast any mage weapon in the game? removing any need for mage food entirely? no we don't.

And why have so low bonus, that you can't even cast anything? Other armors have solid bonuses, like resistance to specific damage type(50% resistance is a lot) without being infused with Eitr. You need high amounts of Eitr to cast anything, and food provides less Eitr over time, resulting in "you are not hungry enough to change food yet, but already do not have enough Eitr for cast".

Yes, we do. Otherwise you resemble drug addict - warrior without food still has health and stamina, mage without food has no magic at all.

As for staff of protection - not really, as magical bubble gets damaged even by damage types, that players are completely immune to, so most late game enemies make short work of it. Without it, mage would be very frustrating to play, as mage armor has lower overall protection and no extra resistance to anything(unlike Fenrir set, or Root chest).

You still would need food, as regeneration takes a while, and you don't really have time to wait for it even with current set bonus, so you would eat food to increase your overall Eitr supply further. During Queen fight, despite decent progress in leveling up both kinds of magic, magic shield was breaking in 1-2 hits and had to jump around from seekers from time to time to get enough Eitr for next fireball, despite having two best Eitr foods and Eit-weaved set.
