I cant control my boats

using the rudder and going in the directions of the wind my sail wont lower and my rudder doesnt move the boat at all. i built the Karve first and couldnt steer of move the sail or even paddle. ive also built the raft having the same issue.
ive checked keybinds and even tried plugging in a controller. i dont know what im doing wrong, or how to fix it any help would be great.

Tried resetting your controls in the settings? Were you able to use boats before? Are you playing in multiplayer, and if so, how is the server being hosted? If you are playing in multiplayer, restart the server, reconstruct the boat.

ill try a resetting controls and if that doesnt work ill try restart the server but im not in multiplayer i dont think. ive been able to use boats on different worlds and versions previously.
