For server you don't need to login to steam -> I have heard that having steam client logged to steam account on PC with server might cause issues, but not sure about this
if you have client and server on the same PC then steam cloud tries to sync them both
but... steam cloud is only triggered by the client
so... server is running... you start game... steam cloud fails to sync server -> because it's in use already
and you fail it for few months...
and then server isn't running, but you start client -> it tries to sync server -> server's finally not in use, so it can sync -> files are different from cloud -> in normal games it asks you which files you want to use, but... valheim devs decided that cloud files are better so it downloads the few months outdates saves (backups are in cloud too, because of that once it syncs... the backups won't work)

You can check if world from dedicated server is inside of valheim
TL;DR : A life was returned - proving the world saves arent working properly. A crucial infrastructure i built today was not saved by any means after a crash.
Game simply doesn't remember what was in the past, at best it could go back to last backup but not few months back etc
if not steam cloud then maybe onedrive? or other cloud service?
or the windows recovery system, it can revert files to previous versions, back to the last time file was recorded into the system
May I ask for a source or how you know this? If I look at my local world safe files, their sizes range from 4mb to 18mb, with the worlds I played for longer being the bigger ones, giving me the impression that it is very well possible that some, or all older safe points are included in the newest one still. I didn't check the files, it's just a suspicion, but are you absolutely sure about that statement? Cause I am absolutely convinced that my file was NOT synced with any cloud service when I tried to restore it.
once game is turned off... some other program takes the space that was used by game and replace whatever the game had in it
also RAM cleans up each time you reset PC, so just turning on/off make everything go *puff*
the only way to persist anything between sessions is to save files on PC and read them on startup
and game only saves the files you see in the appdata/locallow it doesn't save other files
saving/autosaving works like this (it's from the game code):
1) create "new file"
2) save everything to new file
3) if backup exists then delete it
4) rename current save to backup
5) rename "new file" into current save
since backup is deleted the older stuff is lost
if game was rollbacking stuff...
then it would be at best back to backup, which is max 20min
reverting back months of progress is impossible
now that I think about this...
if there was program that prevents step 3) and 4) of save/autosave...
then backup could be older than 20min...
but, setting antivirus or other program to work like that would be weird o-O
when you say between 4mb to 18mb
because the second option is normal
I had worlds that were 100mb+ and worlds with only 20mb and their backup similar size, depending on how much I built
the first option where backup size is much different from save size... is not normal
also
devs configured steam cloud weirdly... it works totally different from other games
maybe it works even when disabled? (just random idea, no idea if it does)

there is steam cloud, you can find "valheim" and see if it has anything inside (it's alphabetically listed so valheim is at the bottom of list)
