activate to pass with minerals on the portal (dedicated server)

I have a dedicated server, after research I found a command to activate the option to go through the portal with minerals, the command would be "setkey teleportall" the command exists in the console, but it does not activate and this message appears in the dedicated server console
"Remote admin 'Steam' executed command 'setkey TeleportAll' remotely.
Console: 'setkey' is not valid in the current context."
can anyone help?

First you have to run "devcommands" command as admin on the server for the server to be able to use setkey command. Always refer to the server log for determining if devcommands are enabled or not, and not the console window on in-game client (that in-game console window only relays info about client side devcommands, which anyway don't work on servers).
