I dont use mods, never used one
I know you're frustrated with your issue, but I also run a 10 player server and haven't had any issues you're having. The server was already updated with the latest patch, and my players logged in without any issues. In fact, I just shut down the server, restarted my computer, then turn the dedicated server back on, and logged in without any issues.
It is good practice for server administrators to back-up their world saves. I have daily back-ups of my world saves using Task Scheduler.
Make a copy of your server world: both fwl and db, and copy it to your own computer's Valheim save location. That would be in C:\Users\me\AppData\LocalLow\IronGate\Valheim\worlds_local - now run Valheim and try loading that game. Run around for a bit, manually save it, exit the game, and copy the game world files back to the server and try loading it again. See if that resolves your issue. Make sure to make back-ups of your game world files beforehand!
Also, in the future, you can use https://pastebin.com/ to save log files for sharing.
