Ya this still happens. Your character saves and also whenever your server saves this happens. Even if you run a dedicated server btw.
Pretty sure it's Character backups. Finally pinned it down in logs dead to the time experienced. Each time the frame drops occur, there's a log related to character file backups. Tested with Local or cloud save doesn't matter, I've tried both. The hitching still occurs.

Can anyone counter or confirm?
EDIT:
After more testing, I think I'm wrong here. I've experienced several lag spikes, and character saves/backups are no longer in the logs near those hitches/spikes. Back to square one, probably.
2nd EDIT:
I think sometimes this MIGHT be character backups, but other times I see Unity Logs say Music is loading, so I'm suspecting just some kinda of bad call for IO use generally.
This issue has come up before, no idea if the devs are on it though.
I thought about character saves. Also there is a detail that the freezes are in the same interval for my friend, but with a little delay after mines, I guess it's because he joins after me.
Also I remembered that there are "new" Steam cloud saves for characters, I tried to convert saves to local mode, it didn't help.
Yeah, I edited my comment to suggest IO stalling overall. I also moved the cloud character to local, and also even tried to remove character backups from 4 to 0, some hitching still occurs, but does seem to be less.
I think I'm going to turn music back on for a while, as some of these show character backups, and some show music is starting. Also, wish I saw a log for new animation loads, or sound effect loads, as sometimes I suspect that is what I'm waiting on. For ref, my game is currently on a ~1000MB/s SSD, so there should be VERY low IO latency from hardware to OS request.

Edit:
Currently convinced this is an IO pull challenge, related to music, character backups, and any other times the disk needs to be accessed.
Reliably, I will see some Unity logs related to music, OR the character backup system, and sadly, sometimes NO logs when these spikes occur, but some animation or sound effect I have not heard/seen for a while occurs immediately after the hitching.
