Yes can use devcommands and spawn Butcher Knife. That is not a solution, it is a workaround.

Possible solution if the offline issue too hairy to debug; change Butcher Knife recipe to be flint based or add another recipe that is flint based that is called Throat Cutter or something.

Uhm... why not just collect tin and make the butcher knife? And yes, I can perfectly enable friendly fire in my solo play and butcher my pigs.

Maybe you are using a mod?

You probably checked this already but if you have attacked or been attacked lately you cannot toggle the friendly fire. Does not matter if you hit anything or not.

No mods, and no recent combat unless recent is like half a game day? Only thing different than normal was in Steam offline mode due to network problems.

Early game; tin and the cores to build kiln/smelter are a bit out of the question; not even had done first boss by the time the problem appeared. In fact was trying to get the extra scraps to make first bow. Did not see anything that taming boars had to wait till bronze age..

Well, should still work. Even in offline mode.

Just to make sure: you have not used mods before and then decide to get rid of them? If so, there may be residue files left that somehow mess with your Valheim installation.

Have you also tried to verify files from Steam?

Also maybe a dumb question, but you would be surprised how some people seem to not do it: Have you recently restarted your computer? Or at least Steam?

After my net came back up I restarted steam and it works in online mode; haven't taken it offline again.. that'll happen tomorrow probably so will check again then to re-verify.

As far as mods go - none, maybe after I get 2000 hours of play time with vanilla, but at 1000+ still having a blast with stock (albeit with no portals and permadeath).

Yes, please let us know how it works if being off-line again. I'll give that a try myself.

Edit: Turned Steam offline, went into the game and could turn on friendly fire as expected. Would've been surprised if it wouldn't have worked.
