Report a translation problem
You and some other people keep saying "Every other game doesn't have this problem" - right, but is every other game in early stage Early Access too?
And of course I was also unplugging the gamepad and plugging it back in. Nothing works.
I'm saying this because maybe someone has a similar problem.
I'm just looking for help.
1. Make sure Valheim is closed. Click on Steam top-left menu, then click Settings.
2. Go to Controller section in left menu. Click General Controller Settings.
3. If XBox checkbox is checked, uncheck it, then click Back. Then go back into that window, and check the checkbox again. Close the window.
4. Start up Valheim, go to Settings, and check the Gamepad Enabled circle.
5. Start up a character/world and see if that worked.
But I must start the controller before I even start the game otherwise the controller will not work.

How about disconnecting the controller first, start the game, then reconnect that way?
If you play vanilla, uninstall the game and delete remaining files manually (just back-up your savefiles before doing that). Corrupted config files might not be deleted when just using the Steam uninstall option.
I don't play with mods. Gonna go with the uninstall as a last resort.

Uninstalled the game, manually deleted the rest of the files and cleared up the registry.

Almost 3 years later this game is still in Early Access and XBOX controller still doesn't work.
The funny thing is that I have a Nintendo Pro controller. And it 'just works'. I wouldn't mind playing with it, but Nin's layout is driving me crazy.
I have XBOX controller which came with Series-X. Playing on macOS. I did try enabling/disabling Steam input. Even launching in big picture mode.
Controller is detected by steam in every scenario. And it does work in other games (i just checked in Cult of Lamb).
P.S. I do have a "normal gaming PC", but it's quite old (I'm building a new one atm). And my mac happens to run this game better than my rig.
There have been some weird caching issues on Mac, which get resolved by powering down the device completely (restart not enough), so you might try that as well. Try limiting in-game FPS to 30 FPS + In game vsync disabled to see if the issue might be related to FPS, then also test no FPS limit and vsync off.
Xbox 360 and Xbox One controllers seem to require this drivers to run on Unity engine and Mac properly, you might try them as well:
