Raid a few more fuling villages and you should unlock what you need.
if yes than you should be able to build artisan table, than spinning wheel and put "something" to spinning wheel...
Maybe it's just me ... but I find the the heavy armor movement penalty gets me killed more often than the additional armor saves me. Specifically with Yagluth, you'll want to "run away" from certain attacks ... but find you are low on stamina and you're armor has you moving at a snail's pace.
The Fenris set has no movement penalty, it actually has a movement bonus. While farming the materials is a lot of work ... I feel it really pays off. Zip in ... smashy-smashy ... zip out.
Movement penalty only applies to chest and pants ... so you can actually pair the Fenris chest & pants (for the movement bonus) with a Padded helm (to bump your armor up). This ... and Frostner ... is my go-to.

If all else fails, dig under his altar, and after spawning him, go under and raise ground till you're IN the altar. If you bring an iron sledge you can aoe him to death from inside and he can't touch you..... Or you can use ranged from in there....
Your start point will be when getting flax then processing it etc.
As for fighting Yagluth, whether you opt for padded armor or not depends on the fight style/tactics you decide to employ. There are various methods you can consider that also do not involve creating that armor and there are lots of guides/yt videos for those considerations. Just depends on you.
