You need the totems from the fuling villages to summon Yag. The vegvisirs aren't found in the fuling villages. They are found on stone henge type structures, usually in wide open spaces, and far from other points of interest.

If you enter your seed you can check for the boss locations.
The Vegvisir is really rare. There are none in the fuling villages and towers. You have to look for stonehenges in the plains. These can be large stone circles or just two upright with one across the tops.
You know you found an actual stonehenge if the music changes.
If you don't want to look up your world map on the world seed and can't find the veg then simply sail fairly far east or west. Yag's fingers are difficult to miss since they are usually close to the coast and stick up fairly high.
all the vegvisir have a slight red glow.
Could it be easier to spot them from far at night?
I haven't tried it using wards or braziers yet.
Best I've found is plain old campfire on a pillar with 2x2m wooden wall reflectors. Even after fire is out when it first renders in it shows up as a reasonably bright light, then as you get closer the reflectors will render in.
OP: Most playthroughs I end up finding the Yag altar before any Vesgirs.
Glad I did, I would have spent another few DAYS looking, since I search in sections and the entire quadrant of the map I've been searching doesn't have a single one.
So if it's 'rare' I should tell them how terribly lucky they were
I still haven't found one, I just found the spawner.
