In order to get things exactly as you want it, you'll also want to familiarize yourself with how the Pickaxe works - as well as the "Raise ground" function of the Hoe - in order to get the ground to the "close-enough" state for the "Level ground" function to get everything smoothed out just right.
EDIT: Missed reading some of your post and just realized that you already understand some of the stuff I posted. Just pretend that I'm loopy from not having my coffee yet. Because I haven't.

Using the hoe to pave pathways is a bit of an art for sure. I find holding shift while clicking creates a more gradual slope.
OP - In those situations I lay the floor down and then pickaxe the dirt that shows above floor level, most of the time it works. :)
