...might do what you are after? They both let you build rooms underground, in a manner of speaking. You click on the entrance and you "zone into" the room, which is handy for avoiding raids.
The Basement mod is placed on the ground and a little ladder in a stone patch shows up. Enter it and a medium-sized area is there to build in. The Odin Undercrost is fancier, with a stone stair leading down, and it has 3 huge rooms to build in. It comes with furniture and building parts, too. Seems like fun!
Just in case, I'd be cautious putting anything too valuable into the rooms of either mod though, in case a glitch loses your stuff.
Never. Same with being able to build full bases inside dungeons.
But you can make a nice base under the Elder's altar, or you can dig a small outpost inside or underneath a large rock. As for tunnels, the only real option there is to dig a trench and cover it with stone floors.

You can actually build a pretty big area using this method in mountains, or (even better) mistlands.
In the mountains you need to find a cluster of big rocks that are all together, which is not too hard to find. The problem tends to be that ground level changes pretty drastically, so you might need to build a split-level, or multi-split-level when you start hitting the dig limit.
I have only really done this in mistlands to extend the base under the Queens lair, but I've fallen into cracks between the rocks there that took me quite some time to dig out, so I'm sure there's lots of opportunities for a nice sized cave.
It doesn't support it.
You might want to try digging yourself through rocks and use them as a cave.
