Anyways just build stone foundations or an elevated wooden frame or build into the terrain in tiered levels or use a big tree or obelisk as foundation for a tower or or or

Using a tree as a foundation is a good idea but the reason it's an issue is it's limiting especially for big bases and it's just nice to build on flat land plus it looks nicer. I also think that putting the house on stilts is ugly.

As to raised frames being ugly, you don't have to leave them that way. Surround the exposed legs with a combination of stone, staircases and raised earth. To my eye that's far more attractive than perfectly flat terraforming because it's less obviously a digital artefact of videogame space.
Edit: wait I did catch one point: apparently the devs aren't fixing core issues like they terrain problem they fixed. This is contradictory, and makes me further question what OP thinks the problem is.
I've tried using plan build but didnt know it had such a feature ill look further into it
even with seemingly flat areas the hoe is finicky to use i try leveling the ground but it just doesnt seem to change
yeah I am referring to that, also good advice but in terms of it looking out of place it only did if you made dirt walls or made a elevated square dirt base. Also in terms of mods they constantly break and I don't think mods should be required for your game to feel fun.
Also no modded solution I've found works as well as the hoe used to.
I think they mean "using the hoe" is expensive, as in to raise ground you need quite a lot of stone ...
