So is there a way to locate Hildir other than looking in meadows generally?

I found her in a unexplored location, in a junction between Meadows, Black Forest and Plains...

How many locations did you guys get when you read her minimap? I have quite well explored world so I got just 9

It depends on how much you have adventured in your current world. New locations appeared after finding Hildir only in unexplored areas.

I found her in the plains at a swamp/blackforest/plains intersection

The icon for Hildir shows up in the same way as the icon for Haldor - as soon as you get close enough. Hugin flew down with a message about her the first time I crossed into plains, but I found her in meadows somewhat near the plains. There seems to be a minimum distance out from the starting point that puts her in the range where plains can be found. Judging from other comments here, it seems like she can spawn in either meadows or plains at this distance. I'm sure it won't be too long before people have figured out the precise rules governing her location.

That tells me that you're trying it on a multiplayer map. Devcommands are only available in single-player maps (unless you're using a particular mod). Trying them in the multiplayer "context" results in that specific error message.

Nope.

That's technically true, but they did change it to require a command line parameter (launch option in Steam) a while back.
