Probably around 80+ they start to get insane. 90+ is godly, you'll be burning through arrows.

Yeah, 90+ is near-instantaneous draw (I have a character that I've been playing since February 2021 that I maintain 90+ Bow skill on). Simply tapping the mouse button won't always get you full power, but anything more than a fraction of a second means wasting Stamina.
Maybe that video was a timelapse?
There is no modifier that affects the bow's draw speed. It depends solely on the bow skill level.
It means something is seriously off somewhere.
If the bow draw time was substantially shorter, then that means the streamer was using mods. This is the only explanation that fits. Please stop trying to read everything else into it.
