Someone probably tried to spawn in 4 level 3 (2 star) sea serpents.
(Spawn serpent 4 3) and reversed it
(Spawn serpent 3 4) and got 1 level 4 (3 star) sea serpent.
Yes, though I will admit I didn't realize there was an exploit using the console. However, if the person in question who spawned in the serpents as 2-star isn't the host, and hasn't been added as an admin to the server itself, my understanding is that they shouldn't be able to access devcommands. If that's the case, then it seems use of a client-side mod may be the culprit.
