Deep North in existing seeds?
Will the Deep North show up in existing seeds, or will everyone need to start new ones once its release?

The game will automatically generate new content in unexplored areas.
If you explored Deep North in your current seed, you will need mods to generate the new content after it is released.
Same as every other time a new zone is updated. Take Mistlands for example. If there were 5 Mistlands areas on your map total (there are more, but that's not the point), and you came across 2 of them and explored them at all, then the Mistlands patch comes out, those 2 you explored will not be updated with the new stuff for the zone. So you will need to make a new world.

You can get an mod that resets the world. I can't actually remember what it's called, but it resets the world even if you've been there. The only thing it doesn't reset are placed you have built upon. Which actually made it pretty funny since when Ashlands came out, we went out exploring to find the zone, and came across an old Mistlands spot someone built on that we didn't know about, and there ended up being stuff just floating in the sky, weird pillars of earth simply because it was attached to something way up high. It was bonkers.

So yeah, reset the world by creating a new world, or use a mod to reset it without creating a new world.
The mod Paranitis is thinking of is Upgrade World. I've personally used on my original world from 2021 with every update that's seen biome updates and it's worked great with no issues.

Same here. The original map seed, pre-H&H, that my wife and I started on has been updated with new content using this mod. Highly recommend it.

Deep north is already generated. Just don't go there (easily avoidable) and you should be fine. It was fine with mistlands and ashlands. I see no reason deep north will be different.

Just stay away from northern polar circle...
Just to clarify something in Paranitis’ example. If you have 5 Mistlands locations and explored 2 out of the 5 before the patch came out, the 2 you explored will not have the new content. However, the 3 you did not explore will have the new content. You do not have to start a new world because you came across a biome before its content was loaded. I explored portions of the Mistlands and Ashlands unintentionally before their patches came out and I still have plenty of both to play in my original seed.

i believe they already sank the land around deep north in the ashlands patch so that it is completely separated by water. there could be more changes, though.
