Presuming you don't, ofc, give up the ghost in the Swamps. That biome's the first actual filter in the game.
To your question. Yes I think they are aware of it but it doesn´t seem like they want to fix it. It even seems like they deliberately use it to give enemies an unfair advantage.
Anyway, all I can say is learn to deal with it if you like the game. Lure your opponents to more flat ground.
Most enemies in this game can´t hit you while you are moving and sprinting for a split second the moment they initiate their attacks. Use this to position yourself so you can hit them properly.
If you don´t mind using mods there are some that aim to fix this. I haven´t tried them myself so no idea how well they work.

Edit: I was curious and for testing purposes tried the mod from the second link I posted, the slope combat fix, and it works really well. I´m now even more baffled why the devs don´t implement this tbh.

I never had issues with "vertical" combat in this game....
Oh you will die when you come to the Mistlands..... (which I love BTW)
Not to mention the Mistlands... Jump... hit... run... jump... fall down.... jump... hit again... I LOVE IT

Bruh what is this? Terraria? I don't want to be the type of player who runs around destroying biomes and creating arenas for boss fights. That's the ♥♥♥♥♥♥♥ dev's job.
Do you run around with the hoe flattening 500 yards of terrain at a time?
If you do, do you think that's a viable solution to an issue in vertical combat Valheim has had for three years?
The solution is and always has been to maneuver to more favorable ground if you must fight, or retreat if you can't.
Aggro several more enemies basically.
Or the devs could just… Fix it..
