I can't always see the blue lights either, but that might just be me.
If it's one you may have explored into the mistlands, you're going to be unlikely to find dungeons.
If it's a new one look for larger land masses of Mistlands and see if that helps, if your areas haven't been that large.
take out your pick and make a big racket every so often. If you get jumped by more than 3 seekers, odds are there is a mine nearby. 3 seems to be the magic number, anytime you find 3 together scout a quick radius. Only seekers, other mobs are just RNG.
yesterday i finally found another mine and it was indeed an older dwarf tower. Looking from high ground seems to be a good idea to me though :)
