In the first screen shot you can see a fuling that has exited the small building on the left. There is also a fuling in the second floor of the larger building which you can see in the other screen shot. There are also 2 more fulings and a shaman inside the bottom floor of the larger building the shaman never exits the building though only the ordinary fulings.
When they respawn the numbers are always the same. 5 ordinary fulings and 1 shaman and they always start out in the same places 1 fuling in the smaller building, 1 in the top of the larger building and 2 ordinary and 1 shaman in the lower level of the larger building. I killed the shaman a couple of times and it always respawns exactly the same every 3 game days. If I remember right I have similar set up with a much larger fuling village on the other side of this section of plains that is also adjacent to a decent sized dragur village. When I get a minute or 2 I'll sail over there and see if I can get a few screen shots of that one too.
I'm not sure where the fuling that spawns in the upper level of that building would spawn if I destroyed the upper level or the entire building.
At that point in time I was farming the dragur village for entrails. the fuling war made that easier. I could just sprint in, run through all the sparkles, and sprint back out. then I went to where my boat was parked Eastnortheast of the village. I'd stash the black metal scrap in the boat and portal back with the entrails to keep myself in sausages. When I ran low I'd just go back and watch the war again. I had to rely on sausages for a long time I had lots of tame wolves but it took me forever to find my first 3 onion seeds so I could start making wolf skewers.

Also it appears that one of the barley fields has regrown but the other has not.
I built my plains base where I grow my barley and breed my lox within sight of the village and at night 4 fulings will spawn and head toward my base. The earthen staircase I built is too steep for them to climb so they can't get inside my berm and they despawn at day break but there is a boar and deer spawn point near by too and usually in the morning there is boar meat and leather scraps and deer meat and hides sparkling on the ground.

This is on a dedicated server and not a local game. I wonder if that is why they respawn?
Otherwise this has to be some trolling right. Fuling villages do not respawn enemies.
In my personal experince I've never seen the villages reapawn over vast periods of time. OP either has a bug, an odd happenstance of RNG spawns or something else. I honestly wish they respawned like this to farm black metal.
No trolling involved. It might be a bug though which I would be curious about. I thought i had another neighboring village location on this island on this save but I did't mark it so I'll have to wander around a bit and see if I can find it and if so if it behaves the same as this one.
Edit to add:
This is not the first spawn that shouldn't happen that I have had playing this game. I have a huge base in the meadows that is completely surrounded by an earthen berm. No monsters spawn inside it because it has complete work bench coverage and even ground raids can't get inside (including trolls) but on several occasions I have had this happen:

You can see that a deer has spawned inside the base and can also see that the work bench coverage is complete. Its only ever deer that spawn in there and I have tame wolves inside the base so occasionally I'll find deer meat just laying on the ground sparkling. My wife has seen this inside this base too and she doesn't know how to use dev commands so even if this weren't on a server where dev commands can't be used by us she wouldn't be able to spawn a deer inside (though if she wanted to troll me sh'e perfectly capable of dropping deer meat inside the base and giggling about it).
You may not ever be able to pinpoint why, but that dosent matter too much. I'd just enjoy it. But the bottom line is, it is not typical or normal behavior compared to standard vanilla gameplay.
The game is still EA its very possible that its a bug. There's no real point in enjoying it since I all ready have more black metal scrap than I can use. I'm just mentally filling it as an oddity.
Edit: and it updated all on its own when the last patch was released.
