but serisouly, by default the hoe will try to make the ground level to the point where the player is standing, BUT if you hold shift while using it, it will level the ground to the point that you are targetting

Have you tried restarting the game? If you're playing on a server, have the admin save the world and reboot it.
"Note that the hoe will try and level the ground as best as it can. However, leveling the ground will not raise or lower the overall ground height. The tool can only smooth the surface out to a similar level.

Yea this could also be an issue. Certain ground just won't lower/raise via how beyond a certain degree, gotta use pickaxe to lower it or raise ground with hoe to raise it. Though I assume that's not his problem.
There's mods you can get btw that allow you to raise or lower terrain beyond the limit btw.
Now, what is happening in my game is that if the ground I'm on is higher and as I move the hoe outward to lower terrain there is no vertical line and if I left-click it lowers the terrain covered by the circles to the lower level, not to the level I'm standing at.
Or if a bit of ground is too low, you will need to raise it with the hoe’s second function, elevating ground.
Still a good idea to restart the client just to make sure.
If it's acting as if you're pressing shift while leveling, what happens when you do hold shift while leveling? The same thing? Try just toggling on and off and try different locations.
