You WILL get deer meat because deer spawn like normal.
You will NOT get tar, because tar spawns at tar pits and those didn't exist prior to the update.
If you want to get tar, for example, you will have to visit a completely unexplored part of the map with a plains biome. It will generate then. Completely unexplored means never generated. So if another player visited it, it counts as generated and won't spawn tar pits even if it's unexplored on your map.
EDIT: It goes without saying that a completely newly generated map will spawn all new resources as intended.
That doesn't make sense, restarting means a new seed. What does restarting your old seed even mean? From what I read above, a biome generates when you visit it for the first time, and if you visit a biome for the first time in your old world, it should generate with all the new stuff. I have a ton of unexplored biomes in my old world, most of my world is covered in a fog of war.
That is not what they said. During the fireside chat the devs said it just needs to be unexplored areas, and that explored goes further than what you see as revealed on the map, the explored is anywhere within 500 meters of where the player has been.
So as long as you have substantial areas you haven't been anywhere near the new stuff can still generate.
